All parliamentary time for next six weeks is

required for business which must be completed within the parliamentary year. Apart from this there

would be no chance of carrying bill at the present

moment in face of the difficulties created for us by

Chinese authorities both on North and South but I

an anxious to pass the bill as soon as a favourable

opportunity offers. It might help me if we knew

that a good Board of Trustees would be available and

could be appointed. You should therefore first

approach informally persons mentioned in your telegram, and report result but do not extend action to persons on your list without further instructions.
